I doubt they are fishing weights. Maybe counter balance weights for an old general store scale?

They wouldn't be very efficient fishing weights. Counter balance weights make sense but why hole them? Def a weird find!

Possibility hanging scale counter balance weight for scale but that is an odd shape for that. The whole in the top meant it had value to someone or that's the hook connection point for hanging. Interesting.
