Horse buckle?

I'm exploring an 1800's home site, buildings long gone but the spring daffodils show me the outline of the house. The land was recently bush hogged after having been cattle fields at least the last 50 years.

Finding lots of wire fence and horse shoes, broken pottery and glass, and the occasional whatsit.

Found this two weeks ago, I assume it's the cinch or buckle from horse or cattle tack. Heavily encrusted, it's been soaking in CLR with the occasional brass brush on it.

I dropped it last night and some crust came off showing lettering.

The photos don't show it clearly, but on one bar it says PAT P(???), possibly PAT F(????). On the other side of the crust are the numbers 70 or 76, can't quite tell.

More writing on the bottom, looks like a NY at the end.

Any idea what it is?
