Found in a yard. Made of brass and says "Bluegrass" around the base. A hose screws into the lower flange. The knurled part is threaded on the top. There is an unobstructed hole all the way thru.

Thought it was an old nozzle that was missing the upper piece that you would turn to adjust the flow. That does not compute as the knurled knob turns but does not move up or down on the shaft when turning it.

These were just used to channel the water through a smaller passage and in doing so create a stronger more powerful water flow. I have seen old ones with no adjustments.

a old type of water hose type nozzle ? --- or some sort of "pressure increaser" because going from bigger to smalller outlet size will increase the pressure at the small end.

"Bluegrass" was also the trademark for Belknap Hardware out of Louisville, Kentucky.
Here's some pics from a 1961 catalog.

Does the knurled knob pull back for a 'quick disconnect' feature?May be frozen in place.

I think DirtyMike is right, the thicker end is the diameter of a reg. garden hose, and the water is forced through the thinner part to create more pressure...

The knurled knob turns freely but does not move up or down. I understand the pressure change but there would have to be more to it as the knurled part is too small for a hose.

I think it is a female hose end connector (maybe a replacement female connector), and a clamp would secure it to the hose, this would explain why the knurled part only rotates.

I think its missing a part, at the tip, that disperses the water
