How does one get a NYC Parks Metal Detecting PERMIT?

I tried the link in one of the other posts below. Although it took me to the NYC Parks site,. there was nothing on the site relating to metal detecting or the getting of permits. Would anyone out there know the how-to's of going about getting a permit? Thanks in advance.

Contact: City of New York, Parks & Recreation, Arsenal North, 1234 Fifth Avenue, New York, NY 10029 Permit is good for one year. The permit is free. Good Luck!

No, you DO NOT have to be a NYC resident. I live in Suffolk County on Long Island and I have had mine for about 3 years.
