I'm going to agree simply because if Proof,
shouldn't the Details be Very sharp from Multiple Strikes ?
Or is it the Camera that makes things look worn ?

Right! Here is a Proof MS67 PCGS graded. Notice though how this proof has a white glow to the high points, something proof's are known for. The coin in this thread doesn't have that white glow, so it's either a high grade regular strike, or it's been dipped:

I feel similar, judging from the picture, I think that it would be graded as a high mint state coin or possible even a proof coin.

Agreed. MS64-65 if it hasn't been dipped, not a proof coin. Nice looking coin with no trace of wear as far as the photo goes.diggerfororo said:I don't think it is a proof coin.
