That's the twist-top closure from an old tin of talcum powder. The back-to-back R letters were the trademark of Richard Hudnut (US headquarters in NYC):

Thanks Red-Coat for your help in providing the ID.
So I'm guessing this turned and one could sprinkle out the talcum powder through the holes.
Early 1900's fits the second home time frame on the site.
