✅ SOLVED I should know what this is, but my brain is failing me.

Found this working in the cemetery today. The nut portion is 13/16 and internally threaded. The piece in the center is free-floating and not threaded, but it is made with two flanges that would prevent it from being removed, and each flange is different. My feeling is that it is some sort of clamping device, but I can't really see how it works.

two wires are put in the slot and then the nut is tightened . used on ground commercial electrical connections
