Found this working in the cemetery today. The nut portion is 13/16 and internally threaded. The piece in the center is free-floating and not threaded, but it is made with two flanges that would prevent it from being removed, and each flange is different. My feeling is that it is some sort of clamping device, but I can't really see how it works.

I have put a bunch on swimming pool builds... we just call them split bolts.
I was thinking the same thing. Literally! I was in swimming pool service and repair for 20 years.
