I think it's brass? Found in Japan

I dug this out of a park in central Osaka. I heard the place was a horse track before the Second World War. I think it's brass but I'm a rookie on metals. Any ideas?

Right, my thoughts too MC. And I think it makes sense since it was a horse track. Probably lots of buckets, troughs, and wash tubs around there. Does that look brass?

I tend to agree, however, it might also be similar to a cookie cutter. Have my doubts about it being considered tack.

Could it be part of a weight system? the hollow in the bottom to allow the addition of lead to correct it?

They look like a type of "bell weight" to me
