I think what you have there is known as a blow hole button and would date to the first half of the 18th century (1700-1750). If you take a small pick I believe the holes will open up. Here's a link to a discussion on them.

Congratulations. I don't think I have ever found one. But, I've only been detecting a little over 45 years!I did as you said and cleaned out the second hole (see below). I thank you for your expert help. I am very excited because this is the oldest relic I've found in my 3 years of detecting.
