Are they unique? I doubt it, but I cant find any other examples. Are they Military, and old??,

Stars, I concur it's American legion -

Malta Cross pair may be VFW, but unable to find that exact pin - also possibly a Catholic organization. Cross is a symbol of faith, anchor is the symbol of hope and the heart is there for love/charity.
