ID Needed?

I am trying to id the following.

They look cobish but are made of copper-alloy.

Larger one is 24mm & has an 1656 date.

Found on the UK east coast.

Any ideas?

I forgot to mention it appears that the one has been counterstamped and is a 8 maravedis
