I heard a report on the local news last week where a company got cited by the EPA for exceding the amount of pollutants that they were PERMITTED to dump into the Snake. Evidently a permit can be bought from the EPA for that purpose. Meanwhile , we dredgers ,who remove toxins are prohibited from doing so. Unequal enforcement of the "law"? Maybe a loophole.
