I'd venture that one of the "C"s stands for Court.
Possibly Circuit Court - good luck.

I would go with Circuit Court, I am a bailiff and we do not have pins. I work for the Sheriff Department and cover security for District and Circuit Court. A judge may wear a pin like that.
