Not sure what is under the two in 1992 the D looks double and so does a lot of the words. Maybe you can tell me please!

Those are just zinc blisters. Zinc is a very reactive metal and starts to corrode underneath the copper plating.

I agree with jcutler about the blisters being all over the surface and under the 2.

Additionally, I don't see any signs of doubling in your images. Clear closeups may help but I doubt it. There are no similar DDO varieties listed at the three major attribution sites.
