Indian bead?? Bone? Antler?

Found this in the Bay Area in California about 35 years ago while fishing along a shoreline. It has a hole through it and appears to be bone or antler. It is about 2 inches long and slightly fatter at one end which makes me think antler tip maybe. Looks like a bead to me but I would like other opinions.

Were the stems made of clay? Pretty sure it isnt clay. Unless clay stems were fired?

It tries to hint of a slate pencil sea urchin spine ,but is north of it's native Indo-Pacific range?
Would have been human drilled if it is.
I acquired one far inland , so they can travel......
