I found this item at the park today. It has a guys name engraved on it WELCH, LARRY C.

Update,

I have not been able to locate Mr. Larry C. Welch. I can only hope he is alive and well. I may give it another try sometime in the future, and see if he pops up somewhere.

Did you send a letter to the Bellemont POB?
Have you contacted the Bellemont Postmaster asking for a forwarding address?
