I may have posted this a few years ago and someone else may have posted it as well. 
Just in case you missed it, I'm reposting because it has some references that may be useful for you east coast salvage dudes as well as some pretty interesting studies on the Flota system itself.
It's a rather large PDF file but worth the download and the read.
