Interesting scale weight?

I think this is probably a weight for a scale. It is about the diameter of a quarter and about 1/4 inch thick. The "2" obviously means 2 ounces (because it actually weighs 2.1 ounces on a postage scale). The loop at the top was probably for hanging it on the scale?

I've never seen anything like it. Does anyone have any other ideas?
