Looks like someone sanded it flat!

Looking at it closely it doesn't appear to be sanded down haha so any ideas of what else this could be? An error? XD idk

I believe yours is not a military medal. The military version of this medal would read:
FRANC. IOS. I.D.G.IMP. AVSTR. REX BOH. ETC. AC. AP. REX. HVNG (note the AVSTR).
The Civilian version (your medal) reads: FRANC. IOS. I.D.G. IMP. AVST. REX. BOH. ETC. ET. REX. AP. HVNG (note the AVST).
Your medal was given to public servants who were active in 1898.
