Reminds me of the safety cap for a compressed gas cylinder (acetylene, oxygen, etc).

Looks like an acetylene tank valve cover.

The few caps I've seen lack the notches on the sides and are made of much thinner metal. The notches make me think this was pushed onto something and turned 90 degrees to lock in place. Perhaps off an old farm implement or hit-and-miss engine...
