While this one is not a complete piece, I think there is enough to ID...at least I hope so. Looks like a riveted on tensioner that is driven out by a set screw on the opposite side. At the one end there is a pivot point where some type of second part folded out like a pocket knife would do.While it is broken at that point, you can see the screw protruding where it held the pivoting part . The one protrusion seems to be a fit for fingers as you grip it but the set screw would dig into your palm so that is probably a false idea. Looks like some tools I use and have seen that have a spring between the two handles to keep it normally open like for some wire strippers or hedge clipper.Thats about all I know, this one looks old and is most likely not the stripper or clipper handle but what it was used for I have no clue. Found near horse tack and coal stove frags if that helps.
