G, I've been studying on this one for a day or two, and I don't think it is any type of jewelry. It appears to be some kind of Victorian brick-a-brack that could have been on an item like the brass Skeleton Clock. During the Victorian period, there was a lot of filigree used. I've often heard the saying, if it catches dust, it's Victorian! Nice find, Breezie

I was thinking it sorta looked like one of the two pieces on the bottom/base too. Breezie
