Is it a ring?

I am not sure what this is. I dug it about 6" down during low tide. It had some crud stuck to it, which is why its discolored. I still have to clean it up. Any guesses?
Difficult to get a good image because its bent. There is a top and bottom two it.

G, I've been studying on this one for a day or two, and I don't think it is any type of jewelry. It appears to be some kind of Victorian brick-a-brack that could have been on an item like the brass Skeleton Clock. During the Victorian period, there was a lot of filigree used. I've often heard the saying, if it catches dust, it's Victorian! Nice find, Breezie
