It's a rock. Looks like a "spall" - a fragment resulting from shattered rock. Falls, floods or freezing water all create shattered rock. Perhaps it was used as a tool; but it wasn't shaped to be one. Just my opinion, of course.

I agree charlie....once was told many years ago....if its natural and random...than all things are possible...even a portrait of yourself.I have many paleo tools and this dont make the cut...sorry.
