It is silver.
825 silver is popular in Europe. Just means it is 82.5% silver.

While it could be silver most experts in old silver say if it's marked 825 have it tested to be sure.

There were many fake pieces of jewelry and other "silver" items made and marked 825 so that's the reason to have it tested.

It might be the trifocals. It might be the slightly out of focus images. I am seeing 925.

Since I could be wrong, also because both gold and silver have been opined, it might be best to have a trusted professional check it out.

Seems to me that German silver, or nickel silver is often marked 825
