Could you take a pic completely across the clip from the other side. You can usually tell with the opposite weak strike trick. I forget the name for it
 

top 7 are completely across the clip on the other side (rim)
 

It looks like I see the Blakesley Effect, so it may be legit. However, I would need better pics. Even if it is a real clipped planchet, it will have little value in this condition.

Could you post a closer picture of the obverse? Does the "In God" in "In God We Trust" look weakly struck?
