Is this a button?

My husband and I are having a disagreement. I think this is a button with the center punched/carved out. It has two stars on each side and either Chinese or Japanese on it. Any ideas?

hmm it is double walled like a button or grommet, I'd have to side with you not knowing anything else about it.
