Looks like a top to me, I think the weird shank is actually the part you would grab to spin it. Just my opinion though. What is it made out of? Is it Solid?

Yes. It’s solid. If it had a normal shank i wouldn’t be so perplexed.

Not sure of the size of that. but I sometimes think I pull out a button and it turns out to be a wick raiser knob off an old kerosene lamp, that looks similar, depending on the size that maybe it
