I had to look that one up, but this site gives a good explanation: Error finds include dropped letter | Numismatic News
It's hard to tell, but I don't quite think so. I would imagine the "ghost" letter would have t be exactly the same size as the letter in the design, and that one looks a little smaller than the actual letter.
 

retake the pic, the time space contium looks a bit warped in it
homie that coin obviously got stuck in the glove compartment of the original post's de-lorian
 

i will have a usb microscope tomorrow and will try for a better picture. i took that one through a loupe. the is the same size as the e in states. and i have no de--lorean

definitely not dropped from "E PLURIBUS UNUM"

But could be from the E in "MONTICELLO" ???
