Is this a lug nut?

Hey all. Found this at a old home site and was wondering what it is. It weighs about the same as a lug nut and as you can see, it resembles one to.

Looks like a lug and lug nut to me also. Monty

When I found it I thought it was a lug with the nut still attach but after cleaning it, it looks like one piece. I've never seen a lugnut with a little do hickey like that. When I get home I'm going to check it out a little closer to make sure.

Looks they used it to replace the studs in drums, the outside looks like they hammered on it. Thats a guess. Gnewt

I have these "tie-down nuts" on the rear fender of my Harley. It's not a new idea.
