Any stamping on it? If it was near the fly rods I would suppose it is a tackle box for flys, and the holes allow for air to allow them to dry after use. It would seem that it would need a mat of sheeps wool or something to stick the flys to, pretty cool!
 

I see no markings on it,surprise it doesn't very well made

I agree with bait box, perhaps for worms with the porcelain coating. I have a couple of cricket/grasshopper boxes and they have more air vents and aren't porcelain, but it could probably have been used for any terrestrial live bait. It is a sweet little box for sure.
 

Hey pigeonman!! It appears to be a medical instrument box for surgical tools!! I've seen boxes similar to this one!! Just a thought!! GOOD LUCK and GOOD HUNTING!! VERDE!!
