Is this a spigot part

[Doodle Bug]

The object is apx 4 inches in length.
It is made of lead.
It is tapered and the hole in the close end goes to just past the middle hole.
The middle hole does not go all the way through and is oval in shape.

It almost looks like the inside part of a steam whistle, though I don't know why you would want to make one out of lead?
