I'd search Tnet as someone has probably posted a way to test for silver.

Art deco design with the lines.
Clean it up a bit in this area.
Looks like a shield mark.
Left side of case.
Lower right-hand portion.
Try some baking soda and a bit of water.

An old silver test I use just for basic ID is the finger rub... Plating will give a good indication like this too..
But if you rub it with your finger and it leaves a BLACK mark its got at least plated silver, its my basic go to test for things I find at yard sales and such... Like I said, it won't tell you if its sterling but outside is silver if you get a black mark on rubbing it..

Says sterling and a few other letter

The letters are 'GHF' and that's the mark for G. H. French & Co of North Attleboro, Massachusetts. The company was active from c. 1920 until the late 1930s when it was absorbed by the Ellmore Silver Company.

What's the best way to clean tarnish so I don't ruin this piece? I don't trust what google tells me

So baking soda and water will get the black off?
Yes, you can use a slightly watery mix and use a piece of tin foil to gently clean the area.
It's not a coin where cleaning kills the "grade" it's a case where cleaning it up will enhance the look.

Toothpaste and a toothbrush works wonders also.
