Does the top of the tube have a lens, perhaps part of an old slide viewer?

Yes it does, Maybe it is for Negative Viewing? It came along with alot of darkroom equiptment, paper & film from a closed school. The lens is dirty and I don't want to clean it because I know it is easy to scratch them if not done correctly.

That's a "diagonal" for a telescope insert.
Some telescopes bounce the light off a mirror, then a diagonal
mirror sends it sideways to the eyepiece.
That looks like a vintage optical device.

This is a tool used by photographers who are printing in a chemical darkroom (with film). What you do is: after the negative is placed in the enlarger and turned on you use this tool to magnify the image so you can see how in focus it is. Without this the image may look like it is in focus but when magnified you are able to fine tune it.
