Item found in creek: Tool or car part?

I found this item in a creek in the woods today. At first I thought it was a ratchet but it does not move and then the bottom looks screw like. Any ideas what this is? Thanks.

Pretty sure it's a piece used on power poles. Just had a old pole removed from property and it had one of these on it.

Agreed, it looks like a gate hinge for the many farm type gates here.........screwed into trees or wood posts
