It's old....And brass. I don't think it a bullet. ??

I found this item on an old farm from the early 1900's. I am ex-military guy and an fairly certain that it's not a bullet (but it's fairly close to the size of a .50 cal round). Stumped.

it does look like a bullet, if you can get an accurate measurement of the diameter in mm and 100ths of an inch that would help, I thought it might be some oddball Russian 14.5mm but I can't find a match

Does the top portion separate from the base? looks like a seam of sorts.

Looks like a copper jacket around lead.I would say bullet, But not positive.
