I've seen dive boats in older Google Earth images parked at that spot.
 

It was a barge that was jacked up above the waves on spuds.....huge surf rolling right under it through the deployed spuds.....it was several hundred yards out....north of treasure shores, and south of pines Beach.
 

Artificial reef building projects can include sinking a ship (it has been done before).
 

Looks to me like a jack up work barge. Used in offshore oil and gas operations.
I’ve spent some time on a few.
Of course they could be used for other applications.
 

There are a couple sunken barges about 2 degrees north of Cape Canaveral along with 2 sunken tug boats. Same reef network has a sunken steamer and possible old wooden shipwrecks. Far outside edge they sunk a freighter as part of an artificial reef building project.
