Knife handle?

This looks like a knife handle, but has no indications that it was ever soldered or attached to anything. It is engraved with initials in fancy script, and looks for all the world like silver to me, but has no such markings. There are two stamps on it, one is a shield with "KW" in it, the other is very hard to read much less photograph, so I have reproduced it as best I can. Any help is appreciated.

Looks to me like silver for sure. Th KW is probably a makers mark. If you Google silver hallmarks there are several sites that might identify the mark. Looks like a knife or maybe a cake server.

Looks like it was made in Austria in the 1840s. The top and right side of the mark are worn off so I do not know the town or exact year. It is 13/16 or 80% silver (we were not sure of the 23, but now can see it is 13).

I agree, it looks like a handle of some sort, but why is the end not crimped or soldered?
