✅ SOLVED Large brass disk with steel back

Anybody know what this might be? It's thin brass over a steel back with two brackets that I would assume held a strap or banding. 4 1/2" in diameter
There's a place on the back that look like it has writing on it, but with the rust I cant read it.

I found one a third that size samething only bigger! Cool find by the way!
