First thing I thought of is the 1840s style of the "Washington Vase" in tableware. I think the 50th anniversary of his death inspired a lot of memorials.

But I could be completely off track.... :D

The back side looks like it was made so it could be set into tile or plaster as decoration. It also looks like it was gnawed by animals. I have found lead pipes that were chewed on in a similar fashion.

great observation i cleaned the back up more and found that the large protrusions have a white stone like substance embedded
a closer look at the markings on the front do appear as the were made from the same sized item (ie teeth) and they all seem to be in areas that are raised
