The wife said these are for the private room the first stands for toilet paper (TP) and the second is for SH!^ # 67.

Now as for my thoughts these look like Id tags for miners they hang them on the board before entering the mines and pick them off when leaving. The idea is to be able to identify and account for who is below.

Well, we know its from Arcadia, Kansas which does exist...possibly they have a historic society that can provide some input.

Yeah, I dug it near Denver with the old trusty Silver Eagle. Near some train tracks. Only thing I dug that day. Never really thought it was train related, (figured it would be more self explanatory), but do like the date being on it.
