✅ SOLVED Lead disc?

Feels too heavy to be a button. Looks too fancy to be a hem weight and a bit too plain to be a bale seal. Any ideas?

Never seen one with a back like that. The cast is poor quality but I think I see the remnants of stars around the front edge. Maybe a drooped wing eagle button?
