Lead Seal? To what?

Dug this quarter sized item at an early house site. At first I thought it was a large pewter flat button until I cleaned it off.

Assume it is a lead seal but to what? On the backside I can see three letters. The first letter is hard to read with the flap covering it but I believe it to be an S but it could be a B. When I started to try to gently bend it back it started to crack so I stopped. It appears to read SUI/BUI. The front side is a No.8

Anyone familiar with this type of seal and know what it was used for?

Looks like the lead markers that were nailed on power poles or cross ties?

Don't know, but the odd thing is that the closest powerline is at least a half mile away as this house site dates from the early 1800s to 1870s and is tucked away in the woods. It was about 8 inches down and found near an old flat button.
