I think this is a print. The picture at the top was offered at auction in Cirencester in the UK in 2012, with an estimate of £400-600… offered as a painting not a print. Your picture (which looks like it could do with a good clean) is shown below (with slightly different perspective arising from the angle at which you photographed it).

There are a number of Gorter’s works which have been reproduced as good quality prints which might pass for the real thing on cursory examination. They don’t usually fetch more than about £60-80.

Of course they are but you can tell a watercolor from a print

The look on paper and with a loupe is totally different
