Lincoln cent 1917 is this coin too worn from circulation to have value?

Definitely has value. Less than a dollar but still has value.
 

I've seen MUCH worse at a LCS.
 

Actually, it doesn't look like it has all that much wear. Some impact damage is evident though. Would probably grade XF if it wasn't for the damage. As mentioned, a common date, so, even if it wasn't damaged, it would be worth less than $10. In it's present condition? Who knows? Maybe a buck or two if you're lucky......more likely less.
