Now that's a head scratcher. Looks like a finial to something. If there are threads in the hole, perhaps a lamp Electric lamp shade

I don't know if I'm exactly right, but it might be a prim Holstein france. This has something to do with cows... It might have been some attachment part of cow's, belt, rope, or something that holds the cow to something.
