That one appears to be a toy (claw is too thick to lift the tiny bails, tacks or brads it might set. But you never know. I've seen some small hammers. My wife has one that is ancient that her father had as a kid (born 1909) that looks very similar to yours.

My granfather made alot of things and had a very small hammer in his tools, my late mother use to make doll furniture and had a small hammer also.

I've seen hammers similar to that in a cobbler shop. The nails used in some boots have irregular shaped heads and would need a bigger claw to pull or bend them. Monty
