Looks like a worn out bearing race.

Or lamp part ?

No idea, but you can't judge based on how it reads on your detector. Detectors are calibrated to something the size of a dime - quarter. It could be aluminum and if it's big enough (like a can) it will ring as a coin (aka silver zone). Very tiny silver items will read much lower too.

It could be many things, my guess is that it went on some kind of metal rod, maybe part of a bicycle too??? Not sure though, take my opinion with a grain of salt.

Looks like one of the tube races in a bicycle pedal crankset. Chromed brass would read high.

If that lined paper is any indication, the item looks to be around the size of a half dollar. What metal is it made of? Kinda looks like brass in the photo. If so, it won't be part of any bearing. Bushing perhaps, but nothing with balls or rollers.
