If that piece in the middle of the horn is threaded ,,,, pretty sure it is an old screw jack ,,,,, they could pick a house up ,,,, heavy duty lifting tool

I gotta agree with Helix and Longcut, old screw jack and many were used in the automotive industry, but also for jacking up sagging house beams and any heavy duty jacking jobs.
