Maybe some sort of accessory piece for a camera or some other optical device, the outside material looks similar to the stuff they use on zeiss binoculars.Just a wild guess.

Obviously an early 007 secret signalling device. The brass looks kinda shiny. :)
If not, it could be a stamp collector's carrier.

i say camera gear. i've seen some cooky devices before so you could look at your shot in a "frame" before you snap it. i cant explain the extra brass square though. does it prop it up in any way?

The one square that it permanently attached folds down in either direction to "prop it up",(not.pic.3 and 4) although I don't know if that is it's primary finction. It has 2 brass squares not attached,(one shown in pic.3) I have to find the other one.

It's a broken opera glass case.
It's not broken (whatever it is),way too small (thin) for an opera glass case.

It's actually a dark green leather coating.

I have see small ladies pocket watches encased in this type of item. Open the case to show the face.
but it may be to shallow for that. Just a thought.

Darn it! I saw Jim's name and thought he figured it out! :) Not enough open space inside to fit a condom though. Is it true? Have I stumped the Tnet crew!? Tell me it isn't so! :o

I really have no idea what it is... probebly some not often seen victorian vanity item - prolly only a handful still around and nobody knows what it is.

CharlieP will probebly know right away...

I sent an email to:

THE INTERNATIONAL PHOTOGRAPHIC HISTORICAL ORGANIZATION

... and asked if this was camera paraphernalia... we'll see.
