Found this today, Is there any way to find the owner? It says one dollar reward if returned or drop in any mail box and it will find its owner by Id No 3490 Albany NY. Also would like to know its age. Thanks

My guess is a tag for a key chain. I would assume that it was a private company that issued(sold) them like the tags that the DAV used to(might still) issue for fund raising. Possibly from the 40's- 50's.

Agreed. I found one that turned out to be from FORD and was applied to ones keychain. Looks just like it. 40's
